I. Eligibility
– Vietnamese people residing overseas.
– Spouses and children of Vietnamese citizens or of Vietnamese people residing overseas.
– Having passport of at least 1 year of validity.
II. Those who are not eligible for visa exemption certificate
– Those who do not meet the requirements for visa exemption certificate
– Those who fall into the cases subject to suspension from entry and exit stipulated in Article 21 and Article 28 of the Law on Entry, Exit, Transit and Residence of foreigners in Viet Nam.
III. Vietnamese people residing in the UK or the Republic of Ireland submit applications in person to the Embassy. If you are unable to come in person, please authorize the third party to submit the applications on your behalf, except for parents applying for their children. Children are not required to come in person.
Following documents are required to be submitted:
(1) One completed application form with a recent photo
You have to fill online application form at http://mienthithucvk.mofa.gov.vn, then print it out and sign. Please be noted this is a compulsory requirement. The printed application must be fully completed with barcode on top right side of first page. If the application is either uncompleted or without a barcode, you must re-register. Children who have their own passports must submit separate forms.
(2) One recent passport photograph (size 4×6, with white background, direct look, without sunglasses or headwear).
(3) Applicant’s current foreign passport (at least 1 year of validity) and a copy of the passport’s page (the page showing personal detail).
(4) Original and a copy of one of the following Vietnamese papers proving the applicant’s Vietnamese citizenship:
– Birth certificate;
– Decision for renunciation of Vietnamese citizenship or certificate of loss of Vietnamese citizenship;
– Passport (valid or expired);
– Identity card (valid or expired);
– Residence book;
– Latest polling card;
– Travel document or ID (issued before 1975);
– Papers issued by foreign authority in which the applicant’s Vietnamese nationality or Vietnamese origin is recorded.
(5) If you authorise the third party to submit your documents, please use the following FORM. The authorisation letter with your signature must be certified by a Notary Public and then legalised by FCDO (if you are in the UK) or the Ministry of Foreign Affairs (if you are in the Republic of Ireland).
IV. Foreigner who is spouse or child of Vietnamese overseas or Vietnamese citizens submit application in person to the Embassy. If you are unable to come in person, please authorize third party to submit on your behalf except for parents applying for their children. Children are not required to come in person.

(4) Original and a copy of one of the following papers proving applicant is spouse or child of Vietnamese citizens or overseas Vietnamese namely birth certificate or marriage certificate and Vietnamese passport/birth certificate/ID of the applicant’s spouse or parents. If the documents were issued by the authorities of the UK or Ireland, they must be legalised by the FCDO (if in the UK) or the Ministry of Foreign Affairs (if in the Ireland).
(5) If you authorise the third party to submit your documents, please use the following FORM. The authorisation letter with your signature must be certified by a Notary Public and then legalised by FCDO (if you are in the UK) or the Ministry of Foreign Affairs (if you are in the Republic of Ireland).
V. Validity
– Visa exemption certificate shall be valid for up to 05 years and expires at least 6 months before the expiry of the applicant’s passport .
– Visa exemption certificate shall be issued to people entering Viet Nam for family visit and settlement of personal business.
VI. In all cases, even with Vietnamese people residing overseas, the Certificate of visa exemption can only be issued upon the approval of the Immigration Department, Ministry of Public Security of Vietnam (Governmental Decree Number 82/2015/ND-CP dated 24 September 2015).
